
Pastor Oliver Carter
Pastor Oliver Ramonde’ Carter was born on July 2, 1970, to Oliver and
Esther Carter in Washington, DC. He attended private schools in the Washington,
DC area and graduated from H.D. Woodson High School in 1988. Upon graduation,
Pastor Carter enlisted in the U.S. Navy, where he served actively, traveling
internationally, before being honorably discharged in 1993. He then pursued
diverse roles, including Federal Police Officer, Information Technology
Specialist with the Department of Defense, and Community Support Worker with
Montgomery County’s Child Protective Services. Currently, he serves as Program
Director of the Sasha Bruce Prince George’s County Drop-In Center, overseeing
daily operations to support homeless and unstably housed youth.
Pastor Carter accepted Jesus Christ as his Lord and Savior in September
1998 at Marlboro Meadows Baptist Church in Upper Marlboro, MD. He was licensed
into ministry in April 2003 and ordained in January 2009 by his spiritual
father, Pastor Paul Steven Smith of Victory Fellowship Church International.
In December 2007, Pastor Carter and his wife, Pamelia Carter, stepped out
in faith and founded No Limits Outreach Ministries. No Limits Outreach
Ministries does not consider itself a traditional church; it is a
community-centered ministry, demonstrated by its operation of one of the
largest food pantries in Prince George’s County. Pastor Carter’s founding
prayer was that "God would send a people of no people and allow the Word
of God to mature them and make disciples of them."
Pastor
Carter has been married to his beloved wife, Pamelia, for 27 years. They have
three children: Steven, 31; Charlye, 18; and Ramond’e, 17. His favorite
scripture is Revelation 3:15-16: "I know thy works, that thou art neither
cold nor hot: I would thou wert cold or hot. So then because thou art lukewarm,
and neither cold nor hot, I will spue thee out of my mouth
